Leveraging Institutions for Sustainable Development: Evidence from South Korea
본 연구는 1996년부터 2020년까지의 한국 데이터를 활용하여 ‘환경 쿠츠네츠 곡선’에 서 ‘제도의 질’이 ‘CO2 배출 감소’에 미치는 영향을 분석하였다. 자기회귀시차분포 모형(ARDL)을 활용하여 CO2 배출, 경제 성장, 에너지 소비, 신재생 에너지 소비 및 World Governance Indicator로 측정한 다양한 차원의 제도 변수 간의 장기적 관계를 분석하였다. 추정 결과에 따르면, 한국의 경우 ‘환경 쿠츠네츠 곡선 가설’이 성립하며, 경제성장 이 CO2 배출 감소로 이어지는 전환점에 진입한 것으로 나타났다. 또한, 부패, 정부 효율성 및 규제의 질과 같은 ‘제도의 질’이 개선될 때 ‘CO2 배출’이 유의하게 감소하는 것으로 확인되었다. 또한 동적 요인 모형(Dynamic Factor Model)을 이용하여 종합 적인 제도의 질 지수를 구축하여 분석한 결과, 제도의 질이 CO2 배출 감소에 긍정적인 영향을 미친다는 결과를 재확인하였다. 마지막으로 신재생 에너지 소비 역시 CO2 배출 감축에 기여하는 것으로 나타났으나, 그 효과의 유의성은 모형에 따라 다르게 나타난다. 본 연구는 지속 가능한 발전을 달성하기 위해 ‘효과적인 제도의 질’ 제고와 함께 신재생 에너지 정책의 중요성을 시사한다.
지속 가능한 발전을 위한 제도의 역할 : 한국의 사례
This study analyzes the impacts of ‘institutional quality’ in mitigating CO2 emissions within the framework of the ‘Environmental Kuznets Curve’ for South Korea from 1996 to 2020. Employing an autoregressive distributed lags model, we investigate the long-run relationship between CO2 emissions, economic growth, energy consumption, renewable energy consumption, and various dimensions of institutional quality drawn from the World Governance Indicators database. The findings confirm the validity of the Environmental Kuznets Curve and show that South Korea has surpassed the turning point where economic growth leads to CO2 emissions reduction. Furthermore, the analysis reveals that improvements in selected aspects of institutional quality, such as control of corruption, government effectiveness, and regulatory quality, are significantly associated with reduced CO2 emissions. A composite institutional quality index, constructed using a dynamic factor model, further corroborates these findings. Finally, renewable energy consumption also demonstrates the potential for emission mitigation, though its impact varies across specifications. This study underscores the critical role of effective institutions and sustainable energy policies in achieving sustainable development in South Korea.
